Fuel for OpenStack

Creating network in Fuel

I am creating a network using Fuel 9.0 and when I select the static networking and apply, it reverts back to dhcp. I know there is not a rogue dhcp server on that network. Any hints? Can I over ride the data in the menu somewhere else?
