Do you mean the VPNaaS part for Neutron? We ship it as a plugin from 6.0 https://www.mirantis.com/products/openstack-drivers-and-plugins/fuel-plugins/

Or do you mean how to grant (SSH) access to an user on the cluster controllers? In that case, you should map your users on the system or with other mechanisms (such as LDAP), and configure manually the VPN access as if you'd configure a normal server using protocols like IPSec or OpenVPN or the one of your choice.
