Greetings kevin2012,

honestly, it's not that easy to understand the question. The problem is likely to be in LBaaS or more probably in Horizon for LBaaS, rather than in plugins.

1. Are monitors available from the CLI?
2. Can you work with LBaaS from the CLI?

If all this works, we'll file a bug to Horizon for LBaaS.

Best regards,
Fabrizio
