Fuel is the Mirantis opensource project which aims to deliver an easy-to-use tool to deploy and manage Openstack environments.
Mirantis Openstack, deployed through Fuel, differs from the Community Openstack by some improvements and fixes that Mirantis customers already needs, e.g. about HA, scalability, ceph, live migrations.
If this doesn't answers to your question on the differences between Fuel and Openstack, please write us a more detailed question, on which project or projects of Openstack you are interested into, for differences.
