custom installation fails while fivefilters works fine

I am having a problem with some feeds, like this one:
http%3A%2F%2Fwww.kirche-im-swr.de%2Frss.php%3Fs%3D0%26a%3D0%26l%3D3

This url works fine in your installation:
http://fivefilters.org/content-only/makefulltextfeed.php?url=http%3A%2F%2Fwww.kirche-im-swr.de%2Frss.php%3Fs%3D0%26a%3D0%26l%3D3

But it fails with "Invalid URL supplied" at my custom installation.

I updated with bazaar to the newest version on launchpad, which did not help.

What is the problem here?

For anyone else experiencing a similar problem, it is a PHP bug affecting some versions of PHP: http://bugs.php.net/51192

Oh, and we have a workaround in version 2.5 to avoid it happening.
