Are these optional package important?

The administrator of our system told me that the basic FEniCS is installed. However,

-- The following optional packages could not be found:
-- ---------------------------------------------------
-- (**) PETSC
-- (**) SLEPC
-- (**) TRILINOS
-- (**) MTL4
-- (**) UMFPACK
-- (**) CHOLMOD
-- (**) SCOTCH
-- (**) PARMETIS
-- (**) CGAL
-- (**) SPHINX

Are they essentially important? The purpose I want to use the FEniCs is to get a parallel Poisson solver with local refined mesh (or local adaptive mesh). Any suggestions on it?

Yes

Parallel DOLFIN only works with at least one of PETSC/TRILINOS and
SCOTCH/PARMETIS.
