As far as I can tell, the blacklist feature's code did not work after the refactoring that has occured for Exaile 0.3, and the developers did not find the time to reimplement it.

for the release of 0.3 had the developer time but for a blacklist, that was a non plugin, not?

Exaile 0.3.0 released!
Note that several features from 0.2.14 were too involved to reimplement and still release 0.3.0 on time. These should return in 0.3.1
