Its free (open source). To get it you have 3 options:
- install a pre-built package (see https://answers.launchpad.net/esys-particle/+faq/1792)
- install from the v. 2.1 source (see https://answers.launchpad.net/esys-particle/+faq/1613)
- install the latest development version (see https://answers.launchpad.net/esys-particle/+faq/711)
