Cannot download tarball for Windows - Error reading header after processing 0 entries

I am trying to download ESyS-Particle-2.1 and cannot download .tar for Windows. I get the following error when trying to open the file: Error reading header after processing 0 entries.

The tarball you mention would be ESyS-Particle-2.1.tar.gz I assume? The file is ok - just tested it (on Linux). I'm pretty sure that it is possible to unpack a gzip-compressed tar file under windows, but I don't know which tool one would use.
OTOH, why are you trying to unpack the files under Windows? ESyS-Particle doesn't compile / work on Windows anyway.
