Is there a English user guide for epoptes saying how to use epoptes so that I could give it to staff to read instead of having to tell them over and over again how to do things.

The only documantation available in English is at the subpages of http://www.epoptes.org/documentation/.
We'd gladly accept any help offerred with the documentation. :)
