It depends. Nowadays we are doing both (we link Launchpad bugs which are not duplicates or trivial things to upstream bugzilla, which ensures that for a future release in Ubuntu (mainly the one in development) we check if the bug is fixed (or the feature request transmitted) and the bug is also fixed upstream, or, if this is a crasher, that the Ubuntu version is fixed and the upstream got the patch.

For me, if you have time to link the Launchpad bug to a bugzilla bug report, do it, and if you can't do both, if your bug is reported only in Launchpad, other Ubuntu users (which are more frequently oriented to Launchpad to report bugs via apport or manually) will see if a problem is ever reported or not, and it we probably be sent upstream by one of the telepathy team members. To my mind, according to the fact that we (telepathy team) link the bugs to upstream, this solution is the best (or the "least bad", because both is preferable )

I hope that I answered to your question ;)
