How to create mobile broadband in Loki?

Hi, I have problems with mobile broadband in Loki. In Network setting there are no option to add it. ModemManager log say <info> ModemManager (version 1.4.12) starting in system bus...
<warn> Could not acquire the 'org.freedesktop.ModemManager1' service name
<info> ModemManager is shut down
Modem Franklin U600 works good in Mint 17.3 KDE
UPD: I tried Live Ubuntu 16.04 - mobile broadband work great
