why a full os ?

Hello,

First I want to say elementary is really great.
I'd like to know why it is a full OS. Why didn't you make it a desktop environment like gnome or xfce ?

Because elementary is built around creating a whole, unified experience.

And elementary did make a desktop environment, its called Pantheon.

The OS was made so that the whole elementary experience can be shaped exactly the way the developers want it to be.
