I am merely a contributor to the elementary project so my answer might not be as accurate as one would like (or even right, for that matter). The first and foremost objective of the OS is to provide the best possible desktop experience. This does include making some applications from scratch (no pun intended) but there is a stretch of manpower that limits certain areas.

The target audience is composed of the average user and newcomers, meaning that while professinal editing tools are important, the focus is on the majority that uses mostly a web browser, e-mail, office application, etc...
Therefore it is highly unlikely that elementary devs will release an audio editor but that doesn't mean that one that is intuitive and professional would not be wanted. Good applications are always welcome. The development of such will depend a lot if more developers can be brought into the OS ecosystem, which so far has been quite positive but honestly, only time will tell.

Will the status quo change? Maybe. We are seeing wonderful things come from unexpected places - gala itself was a major surprise for me. And there is all this comotion around elementary and people are more and more excited...who knows what the future holds. Some tools are unlikely to ever get developed this way (desktop publishing will probably be restricted to Scribus, which is a great application) and if elementary OS hits it home, we might get to see older tools refreshed.

But this is me, guessing what the future might hold and saying that it is extremely unlikely that the core developers of elementary release an audio editor. I'd love to be proven wrong on this subject ;)
