what about a unified options control panel

instead of making each app have its own global preferences, why not have the apps add the settings in a unified controll pannel where they could share settings - like same notifier sound for all apps?- or have their own section on the panel.

The closest thing you'll get to that is dconf-editor. I think it is better for Preferences Dialogs to be inside each application and OS preferences to be all on Switchboard.
