Where can I request features or discuss design?

Where is the right place for requesting features or discuss design of Elementary OS? That is, I have some ideas to make the Elementary UI more accessible for touch devices and to make workspaces more intuitive and easy to use. Where can I propose them?

Is there something like ayatana discussion list?
