Ubiquity left on a default install?

I was wondering if there was a specific reason for leaving ubiquity on a new ElementaryOS install, really the question is, should I file a bug to have it marked for removal from the default install and will it hurt Elementary if we remove it.

It should be automatically removed after installation. If it's not, it's a bug.
I'm afraid we can't fix that in Jupiter at this point, though. However, it's been greatly cleaned up in Luna and should work fine even in unexpected situations like this.
