It's possible to make eOS a modular distribution?

I think this feature is perfect for elementaryOS, because it keeps everything simple.

I'd love to get a modular distribution like Gobolinux. It includes these folders:

Programs
Users
System
Files
Mount
Depot

And, of course, if you want to look for an app no troubles with /usr folders and so on, you only need to open Programs folder.

I'm not sure about "modularity", but a non-standard file system hierarchy has been discussed a bit and probably it's a good idea. Register a blueprint to put in on the radar of the design team: https://blueprints.launchpad.net/elementaryos/+addspec

This is one of the features I would love to see. I've had to put various distributions on friends PC's when they've had viruses etc and didn't have another copy of Windows and they have had adapted really well to using Linux instead except they always find the file system really daunting.
