dragonflow setup incorrect

hi,
when I deploy DragonFlow, I start neutron-server ,df-local-controller and df-l3-router, but there still are router namespace when I create routers ,I check ovs flow table ,there is no CONTROLLER actions for ip traffic ,so I guess something wrong with my conf.
