suggested changes to dorsal configuration

Besides the problem mentioned in my previous message I had some hiccups using dorsal to compile FEniCS under
Fedora 11. Here are some suggestions for the next release:

 1) Add to the requirements for Fedora 11 the packages mpfr-devel. Without this cgal will not compile.

 2) The URLs for scotch and cgal have changed. They now require https rather than http. The package
      files should be updated accordingly.
