gnome-panel transparency settings are ignored

Asked by airtonix

1) right click gnome-panel > properties,
2) click background tab
 3a) select coloured background then set opacity to 0 or some thing less than 100%
  -OR-
 3b) set a background image with an alpha channel...

Result :
+ gnome-panel becomes transparent (psuedo transparency)
+ dockbarx element still uses gtk theme panel background
