How do I enter manually enter the command 'dpkg--configure-a' and where do I enter it? Terminal?

I am an utter newbie, so take this with caution. But, I had a similar problem (updating failed somewhere in between) then kept saying "enter command ... "

You enter commands from: Applications > Accessories > Terminal
