why was webmin dropped?

This doesn't seem so much a support request so I asked this as a bug in https://launchpad.net/bugs/76624 but it was rejected and I was redirected here, but the question is:

It seems that webmin was dropped for dapper and beyond. Why?
Is there a better tool in Ubuntu than webmin for managing the array of software that webmin manages?

The following give the reasons that webmin was removed from Debian. As Ubuntu is a Debian derived package, it's not surprising Ubuntu doesn't have it either.

In addition, webmin is not compatible with the way that Ubuntu packages handle configuration files (debian policy and deb-conf) and and is likely to cause unexpected issues with your system, especially for upgrades.

I think ebox/zentyal doesn't cover virtualmin's functionality, which is:
managing a whole "account" as a single unit, whose components are:
 - email account
 - apache website (virtual server config)
 - mysql-db
 - ssh access
 - single-"account" backup / restore.
