Customizing OpenStack dashboard - Centos

Hi,

 I was looking into customizing Horizon in my OpenStack cloud. I got information about this from the link - http://docs.openstack.org/grizzly/openstack-compute/install/yum/content/dashboard-custom-brand.html.

Can I customize dashboard for Havana on Centos as well ? ( I have successfully installed Havana on Centos and I used Fuel 4.0 to install OpenStack )
Where will be the local_settings.py file ?

I am a newbie in OpenStack , Can anyone help me ?
