Latest multi-node devstack install

I'm not able to spin vm's on a mulit-node devstack install with the latest code.
Here are my setup details -

vmc = controller + compute node
vme = compute node

- I had both nodes configured as compute nodes in my setup and the vm’s were going into error state
- Removed vme as a compute node and the vm got spun up successfully on vmc
- Added vme back and the next vm's went into ERROR state

Can someone please help me point what am i missing or is something broken ?
