If you mean internet explorer as an application to browse internet, You can use mozilla firefox as your browser ....

But if you mean internet explorer (windows program), it may be not support in ubuntu ...

You already have a web browser called Firefox located on the right of the System menu: http://www.ubuntu.com/files/GutsyImages/Applications-Menu.jpg (the icon with orange and blue).

If you still want Internet Explorer use this tutorial: http://ubuntuguide.org/wiki/Ubuntu:Gutsy#Install_Internet_Explorer_6_for_Wine

This article might help you out:

I don't think you have IE on the mini 9. I think Dell re-branded firefox probably because of trademarks they have to if they change it all. I'm not sure what they did but I'm pretty sure it's still firefox with a generic icon. In fact, I know it is. Look in the about web browser option on the help menu. It says it's firefox 3.0.3.
