* Fix wrong bug number in previous changelog entry.
* Declare compliance with Debian Policy 4.3.0. (No changes needed.)

hunks from wml_2.0.11ds1-0.4.diff, no more applies and no similar
code found elsewhere. (Things got moved around with 2.8.0.)
+ Mostly rewrite datadir-for-cmake-too.diff from scratch due to
massive code changes in the build system and directory layout.
+ Update debian/docs for renamed or removed documentation files.
+ Add libcarp-always-perl, libclass-xsaccessor-perl,
libfile-which-perl and libpath-tiny-perl as dependencies and
build-dependencies.
+ Add libperl-critic-perl and libcode-tidyall-perl as
build-dependencies for testsuite.
+ Update many commands in debian/rules wrt. to the new directory
structure.

* debian/watch: Add oversionmangle so that uscan/gbp import-orig
properly adds the ds1 suffix to the orig tar ball.
* Use "~ds1" upstream version suffix to be able to switch to the
original (nearly) full tar ball in the future.
* Replace comment in debian/control about which packages are only
necessary for the testsuite with <!nocheck> profile declarations.
