  * Update standards version to 4.6.1 (no changes needed)
  * Avoid explicitly specifying -Wl,--as-needed linker flag
  * d/control.in, d/rules: Make sure all debug symbols go into
    python3-gi-dbg, including those for python3-gi-cairo
