* Remove the autopkgtest stuff:
- the 'acc' test does nothing, since there are no *.acc files
- the 'testsuite' test always runs the test suite from its build directory,
instead of using the installed packages; furthermore, it has always been
failing since the initial addition, and who added it does not bother
fixing it
* Update the build dependencies:
- remove dpkg-dev, as its version is satisfied in oldoldstable already
- remove libgrantlee-dev, used only in tests (that are not run)
* Switch Section of kdelibs-bin, kdelibs5-plugins, and kdelibs5-data from
libs to kde.
* Bump Standards-Version to 4.1.5, no changes required.
* Stop adding -ffunction-sections to CFLAGS & CXXFLAGS on ia64, it should not
be needed anymore.
* Remove mention of old kdelibs5-dbg package in rules.
