Drop gnustep-make; always pulled in. Switch to the debhelper-compat
mechanism; bump level to 13. Add icu-devtools for conversion to UTF-8
with BOM (uconv supports this feature while iconv does not). Add
imagemagick for the icon conversion.
(Rules-Requires-Root): Set to "no".
(Standards-Version): Claim compliance with 4.6.2; no changes needed.
