Unable to connect to users on hubs

Hello when i connect to a public hub i cannot "get file list" from any users or find any files when i use the search engine. It simply says connecting to user and than it times out and when i search something i dont find anything, even though i am on populated hubs and for example search for "trance" or "Robbie williams"

I am on Direct Connect and when i choose to firewall passie last resort i cant connect to users, but it takes a VERY long time but i stil can't find anything when i search for something.

Help me out please

I also totally disabled my firewall, but everything is still the same.

I managed to fix it by using "firewall passive last resort" I can now download and search but i download at 0,001 kbs. I got a 3 Mbit connection. How can i make my DC work in active mode? I live in a Condo in Bangkok and i just get internet from a wire through the roof. The building uses a 100 Mbit connection.
