cannot connect to any hubs on DC++

I have the latest stable version, I have no firewall programs and windows firewall is turned off.

I can see the list of public hubs but cannot connect to any of them with the error returned being: "A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond."

I am trying to connect to the surrey uni hub specifically, followed the instructions on how to set it up exactly. I am fully connected to surrey resnet as afr as i can see (can connect to all web sites etc). DC++ worked fine on my desktop computer, but that has since totally crashed and I am trying to set it up on a laptop.
