Did you use the installer to install DC++ or you use a portable version?

Something blocks DC++ to write to your User profile, Appdata folder where the settings files and hash data resides. You have to figure out what is it and remove the block.
Alternatively you can try to download a portable version (.zip), unpack somewhere outside Program Files and run DC++ from there.

will try uninstalling DC++ , re download and install again
i used DC++ around 15 yrs ago, never a problem
 new PC now
what i do not understand is why it does not keep the settings, nick, favorite hubs etc if the program is closed
nor why it cannot find the music files as they all play ok on media player
 thank you for your sugestion

From your log your DC++ does find and hash your files, it just cannot save the hash information and settings to the files where they stored. Writing settings off to the files seem to be also failed when the program is closed, hence the settings are not kept.
Using a portable version will store the settings elsewhere, the folder you unpack it to. That might fix your issue.

solution found was to uninstall DC++ entirely from the PC and re download and set up from the installer. this was not the portable version as suggested, it appears as if some files had become corrupted or lost.
I have not yet rebooted the PC to see if the settings are saved when this is done,

OK seems if i do that. minimise the DC++ window i have to re activate it by right clicking the .exe file and select "run as ADMINISTRATOR"
result was the DC++ came back on screen and was up and running doing uploads
