DC++

refused by target machine

every time I try to connect to my school's DC ++ network it says refused by target machine...and then it just keeps trying to connect automatically but it fails every time....i have absolutely no idea what could be causing it, I've never used any P2P sharing system like this before and I know nothing about computers...if someone could help me out that would be fantastic. thanks.
