small send buffer not in V0.706

I am on cable and need the "Use small send buffer" setting that used to be on the advanced settings. The help text says it is still there, but I can not find it. Version V0.706

The Help is outdated, it will be corrected in 0.707. The setting is removed long ago (I think with 0.68), since that release there is a setting in Advanced pane called Socket Write buffer which you can play with.
With 0.707 the Help file will have an improved Slow Downloads faq. You may want to go through that to be sure that no other issues keep you from downloading faster.
