eMTee suggests this article as an answer to your question:
FAQ #85: “I've just downloaded DC++ and started to use. I need docs or a step by step guide how to make it work correctly. Where can I find them?”.

I can connect to a hub if I type in the address directly but I cant access the public hublists. Still says the same thing. Also I cant search even once connected to the hub. Nothing comes up

Just restructured some faq's so I suggest a better article as an answer to your question:
FAQ #102: “I am unable to download hublists. Solution?”.
