connection refused by target machine

Hi,
My usual hub... which is ru.ac.za displays "connection refused by target machine". I have no idea why the sudden change and what to do? I'm not a brainiac when it comes to computers so i don't know where to start :)
Please can anyone help me?

I can't connect at all (connection timeout), but I'm not actually at University of Waterloo. I assume you have to actually be in the dorms to use the hub...

See if you can connect to other hubs using the public hublist:
If you can, then that particular hub is down
If you can't then either your ISP is nasty and blocking connections, in which case you should test for hubs on alternate ports, or (more likely) a software firewall is blocking DC++ from connecting to anything.
