connection refused by target machine

[12:24] *** Connection refused by target machine

also when i tried to connect to public hubs, i get the same message.

any suggestions.

"Connection refused by target machine" means simply that the PC you are trying to connect to is not up or is not responding, can be a faulty setup of an firewall or such.

If this is for all hubs from public hublist you should check your firewall since it then wont let through your traffic to hubs, use this site for guidelines => http://www.dslreports.com/faq/dc/3.1_Software_Firewalls.
If you are using an router check it, and make sure your settings are right, use this site for helping out when it comes to routers => http://www.portforward.com./english/routers/port_forwarding/routerindex.htm
