Can't set Upload and Download colours in Colours and Sounds Menu - Do you have to pay?

I have set my uploads to Red and Downloads to Green but there is no change even after restart they are all the same background colour. I will probably go back to the old one if I can't resolve this as it is not easy to see what's going on. Any ideas greatfully received.
