I don't think the hub can actually tell if you have your downloads/uploads limited.
Also, I don't think it's fair to limit your upload speed.
DC++ can't do what you are asking. Try some clones like StrongDC++.

There are some users who have set the download and upload limit to 5120 KB/sec and also are able to access the hub. Only only way to log into the hub is by setting the download and upload limit to 5120 KB/sec. Plzzz let me know the proper steps to set download and upload speed limit, so that I can also access the hub.

I set download and upload transfer speed limit in strongDC++ but then I got the message that strongDC++ is not allowed. Only only DC++ is allowed but to access the hub, i need to set the download and upload transfer speed limit of 5120 KB/sec and im unable to do that. Plzzz help me do the settings.. I really need to get in the hub. PLease provide me with concrete solution.

Try setting strongdc to Emulation mode, so it emulates DC++. There is nothing more concrete I can provide.
