shell32.dll error at start up

After getting threats to be booted off some hub since I'm still using .668 I have looked into upgrading. I'm using Windows 98SE. I've kinda sensed from what I've read so far to not bother going with .705 so it sounds like my best option is .699 which in the most recent threat was the version that was suggested.

I downloaded the version and installed it. When I go to run the program I get two error pop up windows. One says that a device attached to the system is not functioning and the pop up below it says the dcplusplus.exe file is linked to missing export SHELL32.DLL:SHBindToParent.

I have a feeling both errors come from the same problem. How do I go about solving this problem.

I don't think you can. Your windows 98se is the problem. You might want to try windows 2000, since it's not much of a difference in performance but a lot of differences in the core ( nt based ). I 've seen windows 2000 working on a 32mb ram system ( with some big loading times but ... )
DC++ is made for the nt based system ( 2000, xp, vista )

Win9x support of DC++ was abandoned a couple of years ago. You may find unofficial updates for 98se and IE6, installing them may solve this problem but you should still face other problems regarding unicode filenames then. The best way is to upgrade to at least Win2k.
