Trying to diagnose intermittent connection problem

I'm in several hubs and generally have no problems sharing or downloading. But on the main hub I use there are two or three users I simply cannot connect with. Most other users on the hub can connect with them with no problem.

When I PM these folks they say that some people can connect with them and some not.

In particular, I can PM them and when I search for alternates on some files their names show up. Meaning I can connect to their IP addresses and search them so they must be more or less configured OK because others can interact with them fully.

But if I ask to get or browse a filelist DC++ says "Connecting" forever.

I've looked through my settings repeatedly. I thought maybe it was a certificate problem but I have "Allow TLS connections to clients without trusted certificate" checked on and the same with the similar hub setting. The tag for one of these users is
<++ V:0.699,M:A,H:0/2/0,S:4>. I connect to lots of v 0.699 users without a problem, so I don't think that's it.

My question is: Are there detailed connection debug logs or some other tool I can use to diagnose the failure to connect with just these users?

Yes there is plugin for debugging protocol info but you just asked more or less the same question as before and the answer is the same: they're probably using old or fake clients that don't support modern features.
It's the hub owners resposibility to regulate these, you or us can't do much about this if they're allowed to use the hub.
