Why does my connection not open

It was ok yesterday but today I continually get
[15:34] *** Connecting to <xxxxxxxxxxxxxx>...
[15:35] *** Connection timeout.

I am using passive mode

The hub you're trying to connect to is probably down...

Thanks, I only connect to one hub and don't konow how to navigate to others or to see if any are down.
How do I communicate with the hub admin if it is down. ?
