very slow downloads then disconnects

I am using dc ++ for years now never had such a problem before, I am in a private hub that always had given me fat download speeds.
Though its been a couple of months where i have this problem where while i upload normally when i try to download even filelists let alone other files, the speed get slower and lower even under 1kb then disconnects me.
It feels like something throttles down my dc++ downloads speeds till i am getting disconnected, its no way that the users i am trying to download from using limiters caus ei been downlaoding from them top speeds for years now.
Since this situation started b4 christmas i had the chance just a couple of saturdays to have normal speeds for a day or two then back to slowest speeds until disconnect situation
