How to block a user?

There's this user that keeps connecting to me, but the connection is not fully made, so for hours he just sucks up my bandwidth. Is there a way to block connections from him?

The DC policy is not to do this. That user has to decide for himself if he wants to connects to you or not . And to decide whether he doesn't wanna try anymore.
Either :
1) speak to him and tell him that this is not going anywhere
2) speak to some operator on the hub and explain the situation and let him/her decide what to do.
PS. A user that keeps connecting and disconnecting and no downloading can't suck up your bandwidth too much ( ignorable ).

All of the above have been tried to no avail.... The DC++ programme needs a utility to block users who simply do not adhere to policy especially where the admins and etc CONDONE the use of net limiters etc.
I have been in P2P networks most of my internet life and this is the only one I have found that does not have such a facility available.
I earnestly suggest one to be added at the earliest possible time please?
 I am a true sharer and like to allow those who also share but when it comes to those who "rape" one's files at all the speed they can and also double dip as it were by using 2 nics to get twice as many files thus shutting out others. This cannot be deemed fair usage and should be stopped at all costs.

Another VERY helpful addition would be to be able to SEND files to another user.
Again, another item that I find missing that is in most (not all) P2P networks.

I would love to hear from you when such a script is available even for testing... Cheers.

I want to ban a leecher but I can't because of this.
