If you mean the folder/path where the downloaded file lists stored then it's not changeable itself; it is always a folder relative to the actual settings storage folder.
However, you can modify the storage path of the settings in multiple ways, using a portable version/mode of DC++ beeing the easiest way. Read more: http://dcplusplus.sourceforge.net/webhelp/faq_settings_files.html
