We don't know. Banning is something that hubowners do, at their own discretion, to keep some users away. Nobody can force them to unban, it's their own decision. When you enter a hub you agree that you respect it's rules.
If you got kicked, they probably got their reasons. Try asking them ( if you can ).

Eh, "*IRC: Channel Ban"? DC++ is an application that connects to the DC network, and not the IRC network. We can't help you. (Even if it were a DC hub, we still couldn't help you, but atleast that's the correct network...)
