can download hublist,can only get in to few of them,but unable to download or do anything else

Hi ya folks! i'm back again to try to get this thing worked ,as u cant beat the dc++, well when it works! so first i have to mention that i got it worked few weeks ago for one nite then i had to switch the computer off and next morning it didnt want to download anything or connect to the hub and since then! i've got xp sp3 with NO Firewall everything is turned off or uninstalled or disabled so that cant be the problem! have tried port mapping ,ok they're opened,then upnp and the passive modes nothing works! interestingly im just testing the limewire and it lets me to download stuffs! so if isp does throttle me i believe the limewire wouldnt work either,would it? if for any reason that program works differently and isp does throttle dc++ ,does any body know something about how to get around their system? before u say there isnt anything to do about it ,i have to say there must be because it's something what human created so another human can solve it! i think i've found something but im not that clever for computer so i need more help from experts i post the link here so you can have a look at it! www.torproject.org thanks for any sinlge help guys!
