Why Dash Privacy Interface is launched on evert first login of each user of the machine ?

By launching Dash Privacy Interface the first login on user's session, users are garanted to know about their privacy using the dashboard.
If only the root (machine administrator who installed Dash Privacy Interface) could see Dash Privacy Interface, it will not "protect" all users who are supose to own their on privacy about their datas.
