Winport instructions?

I need cuneiform working on windows and would like to try and help. Could a readme be added to the winport branch? It would be helpful to know the basics of what is being done, required software, etc. I have been able to get windows cmake to bootstrap VC proj files, but they don't seem complete -- dependencies on non-windows files (e.g. stdint.h) and other problems.
